On December 12, Ma Junsheng, Director of the State Post Bureau, presided over the 12th Office meeting of Directors of the Bureau in 2018, deliberating and adopting in principle documents such as the Guidelines on Green Packaging for the Express Industry, the Work Plan for the verification and Identification of "Three new" units in the Postal Industry, and the Implementation Plan for the Construction of an Integrated online government service Platform for the State Post Bureau. After listening to the work report on promoting the standardization and institutionalization of green packaging in the express delivery industry, Ma Junsheng stressed that the construction of ecological civilization is a millennium project related to the well-being of the people and the future of the nation, and is an important strategic task to achieve the great rejuvenation of the Chinese nation. The postal industry is an important area in the construction of ecological civilization, and the realization of the green development of the express industry is a political task assigned by the Party Central Committee and The State Council to the whole industry.

Ma Junsheng demanded that the entire industry raise its political stance, fully integrate Xi Jinping's ecological civilization ideology into all fields and links of postal industry development, strengthen system coordination, structural optimization, resource conservation, technological innovation, and management improvement, and focus on solving prominent environmental protection problems in the industry from four aspects.

First of all, we must strengthen the supply of institutional policies. Implement the "Guiding Opinions on Coordinated Promotion of Green Packaging in the Express Delivery Industry" of the ten departments, and improve the inter-departmental collaborative work mechanism. Postal administration departments at all levels should promote the green development of the postal industry into the scope of local ecological civilization construction and environmental protection work, and promote the implementation of the national green development structural tax reduction and other preferential policies. It is necessary to strengthen the supervision, inspection and assessment of the implementation of the ecological and environmental protection responsibility list of industries.

Secondly, it is necessary to transform the mode of production. Strengthen postal (express) package management, continue to promote packaging reduction, and continue to improve the coverage of electronic waybills. Vigorously promote circular transit bags (boxes) and circular express boxes, and explore the establishment of a multi-party collaborative packaging consumables recycling system. We will promote the sound implementation of the extended producer responsibility system for express packaging. Enterprises are encouraged to optimize the sorting process, rationally choose the mode of transportation organization, promote the application of transport modes such as multimodal transport, and constantly optimize the layout of the delivery network.

Third, we should do a good job in the industrial chain. We will implement the pilot project for the green development of the postal industry, support postal enterprises in implementing the "Green Post Action", and accelerate the pilot of green packaging for express delivery. Promote industry-university-research cooperation in the green development of the postal industry, give play to the role of industry associations as links, and support the construction and development of China Express green packaging industry Alliance. Strengthen the construction of green post culture, regularly release green packaging survey reports for express delivery, incorporate green Post into the industry education and training system, and enhance the awareness of green environmental protection in the whole industry.

Finally, we need to strengthen supervision on development and governance. Implement the green development content of the Interim Regulations on Express Delivery, establish a law enforcement cooperation and joint supervision mechanism with relevant departments, and guide enterprises to actively fulfill their social responsibilities and the main responsibilities of green development. Research and formulate relevant industry standards, and promote the establishment of a unified green standard, certification, and identification system for express packaging. The headquarters of each enterprise shall determine the competent department for green development, which is responsible for promoting the green development work of the whole network of the brand.

Ma Junsheng stressed that it is necessary to unify the thinking and fully understand the importance of carrying out the verification and identification of the "three new" units of the postal industry and promoting the development of "three new", and implement the central decision-making and deployment. It is necessary to accelerate and implement the work of the "three new" identification of the postal industry by the whole system. Strengthen work guidance and policy questions, and strengthen support; Local postal management departments should strengthen the organization and leadership, set up verification and identification working groups, implement the responsibility to the person, establish a special working mechanism, formulate work plans, and complete the "three new" identification work with quality and quantity. We must adhere to the principle of inclusiveness and prudence to vigorously promote the continuous development and growth of the "three new" industries, and strengthen the standardized guidance of new industries, new forms of business, and new models.

Ma Junsheng pointed out that the construction of a whole-process, integrated online government service platform and the realization of "one network" is an important measure to deepen the reform of "decentralization service" and promote the modernization of government governance, and the government service platform has become an important support for improving the level of government service.

We must unify our ideological understanding, take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, promote the deepening of the "streamlining administration, delegating powers, and improving services" reform, accelerate the construction of an integrated online government service platform, and focus on solving hot and difficult issues of concern to enterprises and the public.
