Before the reform, the annual value-added tax to be paid: 100×16%-80×16%= 320 million yuan. After the reform, VAT will be paid every year: 100×13%-80×13%= 260 million yuan. In this way, enterprises can pay less than 60 million yuan per year.
Higher environmental protection requirements
